Future ICT service delivery - driving ICT efficiencies
Effective and efficient ICT delivery was top of the agenda for Reading Borough Council, as it approached the end of its contract with its ICT supplier and wanted to determine the future of its ICT service. Working in partnership, we developed a flexible ICT model which would meet the future business needs of the Council and the community it serves.
As well as developing a baseline for what the service should look like, drawing on marketing intelligence trends nationally, our organisational change practitioners conducted an options appraisal workshop to inform a comprehensive recommendations report.
This included a key recommendation to follow the formal European Union (EU) public sector procurement route for an ICT Managed Service provider, using the competitive dialogue procedure.Our organisational change team was commissioned to oversee this project - providing technical advice, developing documents and undertaking the evaluations at every stage from pre qualification questionnaire, through the Invitation to Continue Dialogue (ITCD) to appointing a preferred bidder.
As well as driving £650,000 annual savings, the new contract incorporates significant service improvements for the Council’s ICT delivery (including Web Development, Middleware Management , Application Management, Database Management and fully aligned to ITIL standards).
